How to allow multiple completions for online course across multiple learning paths

We seem to be encountering an issue where our employees are required to complete the same online course every year as part of a learning path they are assigned to. The original learning path is now closed and done with, and the employee is now enrolled into a new learning path. When trying to enroll in the course that was completed last year under the old learning path and has not been associated to the new learning path the employee is getting a message that they can not enroll as the course is already completed. Has anyone else encountered this
