Scaling a batch in WIP alters the actual quantity in completed batch steps

Whenever we scale a batch up that is in WIP, OPM alters the actual quantity in previously completed batch steps.  We have a R12.1.3 release of EBS.

We scale the batch by quantity (not percent) and usually increase the WIP Plan Quantity to produce additional product.  The system proportionally increases the actual quantities that were entered earlier.  The actual quantities no longer match what was put into inventory when we did the incremental backflushes.  The WIP Completion material transactions reflect the original completed quantities while the batch step quantities are inflated.

Has anyone encountered this type of behavior in R12.1.3 OPM?
