APP-AR-96128 on adjustment.

Attempting to create an adjustment on a debit memo and got the following message.  APP-AR-96128.  You cannot enter a parent value for this segment.  Please enter a child value instead.

I looked for it on-line and in my oracle support and I did not see anything that explained it or how to trouble shoot it.
