How to accrue Use Tax in R12.1.3 w/o setting up self-assessment tax functionality

I am looking for other alternatives in accruing for Use Tax in R12.1.3 without having to setup ebTax' Self-assessment Tax functionality which can be quite extensive to maintain for our users.

Appreciate in advance information you can share.
