Oracle Linux 6.4 VNC Server Connection to Windows 7 Client

I have tried virtually all of the recommended solutions I could find but still cannot connect to my Linux Server's VNC Server from my Windows 7 Client.  I always get an error that the server has actively refused the connection.  Here are some more details:

  1. Oracle Linux 6.4
  2. Server firewall disabled
  3. All required packages successfully installed using yum
  4. Created root and oracle VNC passwords
  5. Windows 7 firewall disabled
  6. VNC client installed and configured

Please advise....
