how to enable inquery View Timecards function on BWC

Dear experts,

My customer is 12.1.3.

And the customer customs a responsibility for the PO user,but the users cannot see the "View Timecards" action in Buyer Work Center for a contingent worker PO that has timecards raised against it.

but the 'View Timecards' action can see via the standard Purchasing Superuser GUI responsibility.

So  need help in determining what setup is missing in order to enable this function.
