I have to delete old attachment and have require to add new attachment for Published Tender(RFQ)

Hi Guru's,

               Can you please help me to delete old attachment for published Tender(RFQ) and add new attachment for the same Published Tender.is it possible to change publish Tender(RFQ) in sourcing.
