Bill-only charges line creating material transaction

Hi,

I have created a Service activity for Material transaction and assigned an order type with bill-only line type to it.

I complete debrief and generate SO from charges.

If i navigate to Inventory-> Transactions -> Material Transaction form, i can see transaction of type 'Field Service Usage'.

Can you help me understand why a material transaction is created for bill-only line?
