Missing DB Username

I have Oracle EM 12c Cloud Control (12.1.0.2) and one of my database targets now has an issue. The database target was managed by EM just fine, but for some reason, this issue just occurred. The issue is that the Monitor Username is missing.  See attached.

I can enter a username if I change the role to SYSDBA, but I really don't want a SYSDBA connection here.

I also go this alert:

Target type=Database Instance
Target name=smt1
Categories=Availability
Message=Failed to connect to database instance: Missing DB user name: java.lang.IllegalArgumentException: Missing DB user name.
Severity=Fatal
