Test database causes connections to production to fail

This is a weird issue.  We have a production server that is having severe hardware issues.  We brought up a test database on similar hard but with a different IP address and different SID and imported the database from the production server into it.  About an hour and a half later our applications pointing to the production database started failing.  I logged into the production server and could run a sqlplus and the database was okay.  As was looking into this I noticed my oracle enterprise manager console application was also not working pointing to the production server.  I shut
