ADI Could Not Connect To Database When PC Admin Rights Are Removed

We are in the process of locking down workstations to keep "random" applications from being installed.
Here is our issue: One of our finance folks is unable to log into ADI from his workstation after admin privileges are removed. The error generated is "could not connect to the database". The account is valid and active in Oracle. He is able to log into ADI from a coworker's machine (which is locked down as well) running the same operating system - Windows 7. He can run ADI if admin rights are granted on his machine. A directory listing shows no new file or directory timestamps under orant
