Data not available in MGMT$DB_ESM* views

Hi,

I am working on Compliance side in EM. There are some out of box rules available with in EM, and some rules querying MGMT$DB_ESM* views. I would like to use these views and try to develop my custom rules and based on that will develop a compliance standard.

But when I look at the management repository I don't see any data in the MGMT$DB_ESM* views, why there is no data available on these views? Also I see MGMT$DB* (in specific MGMT$DB_CPU_USAGE view) and in those views data is available.

Please let me know what is missing in our configuration?
