Request Date on Pegging Records

Let me up upfront and first admit I might be dealing with modified code - techies are evaluating ......

Have a 5/04/14 Forecast. Item has a 15 day leadtime. Ran R3428. Got the predicted B-Order/Expedite Message with Start Date of 4/28/14 and Request Date 5/04/14. When I look at the Pegging records, they have a Request Date of 04/19/19, which is 15 days prior to the WO Request Date rather than 04/28/14. Is this working as designed? Supply/Demand Inquiry, based on current setup, shows the same thing.

Answer is urgently needed.
