p08334 bug - Enrollment with eligibility prerequiste plan logic

The enrollment with eligibility application seems to enforce the prereq plan setup on p08320 even if the prereq plan is selected.

Example:  We have a medical plan which is a prereq for an HSA plan.

Both plans are attached to categories and the categories are attached to employee benefit groups

Within the p08334 if both plans are selected then the application shows an error.  The application appears to be looking for a previously processed enrollment in the medical plan.  The error occurs even if the prereq medical plan is selected at the same time in P08334.

What is unusual about this function is that the same error does NOT occur if the medical plan and HSA are elected via Employee Self Service benefits.  The ESS process requires the medical to be elected but if it is, then NO error occurs and the ess process completes as expected.
