WO commitments when the branch changes

We have a process where the WO may be moved to a different branch after R31410 has run.  When the WO is moved, we change the component branch in the parts list and clear the location and lot fields.  We then rerun the R31410.  However, the R31410 will not commit the inventory in the new branch.  The processing options are set to commit inventory and we hard commit inventory at print time in the MFG constants.  We do not have standard BOM's for items and do not use configurator, so re-generating the parts list is not an option.  In our
