How does opmnctl.sh determine the start order of services?

Hi,

On occasion we need to start or stop our R12.1.3 application services without running adstrtal.sh or adstpall.sh.

Does anyone know how I can determine the correct start or stop sequence of the enabled services?   Is there an Oracle note or document that would have this information?
