Workflow step conditions - error message?

Customizing Workflow - 11g Release 1 (11.1.1.8.0) talks about setting ReturnVal to the reason the step cannot proceed. Is this not output to the user?

I've just tried the simplest example I can think of in the JSK and, while the step transition is stopped, all that's displayed is "workflow condition does not allowed(sic) you to take this step", not any custom message. How do you communicate the reason for the step condition failing back to the user?
