Generating usage revenue

We implemented PJB in March and are now working on an implementation for another operating unit. I am testing generating usage revenue, but I am unable to generate draft revenue for my batch. The following steps have been completed:

1. Created project

2. Created agreement and baselined funding

3. Entered pre-approved batch

4. Successfully costed usgae items

5. EI and project task are both billable

When I run the PRC: Generate Draft Revenue, the output states that there are no eligible events or expenditure items. The project is set up as Work/Work. I entered a single labor hour against the same project task and costed it, and it was picked up for revenue when I ran the PAGDR process. So this has something to specifically with the usage EI's. I created new expenditure types and assigned a cost rate of $0, and thought perhaps that was preventing the revenue from generating, but I found another question here that indicates costing at $0 should not prevent
