How to give access developers to OEM10g so that they can monitor few dbs?

in Managing Databases using Enterprise Manager (MOSC) Question

We use OEM10g to monitor hundreds of databases. We need to give access to developers to the specific databases for monitoring the performance ONLY. They should not be able to see other databases or any other targets and they should not be able to change anything.

We tried to create a used by clicking administrator in the setup screen. We created role which has access to two databases, However when we used that id to login it can see all the databases!
