BI Publisher - level break footers

We have created a custom program to create a positive pay file for A/P payments.  A level break footer section on G/L bank account was created to contain the bank totals for output.  The tags for the header section are visible in the XML yet not the tags for the footer section.  We are making an attempt with the e-text format, replacing TransForm.  Any suggestions on how to output the trailer total records by bank account?   Is there a setting that will output level break footer tags?  See attached for report layout, generated XML, and the sample file provided by
