Permissions dialog does not show - can't set permission for folder or objects

New BI Publisher 11g; security is AD integrated. The groups are being obtained properly and administrator link shows up. However, can't set permissions since nothing happens when click on permissions from Tasks or from 'More' in objects.

Tried IE in various mode/Chrome, the dialog just does not show up! Been at it for couple hours! Could use suggestions.
