Can we create Project 'Forecast Cost Budget' without 'Approved Cost Budget' created in PJT?

I have defined only the forecast cost budget plan types in Oracle project management. The approved cost budget is defined in Forms and not in SSWA. Now when I try to create forecast cost budget in SSWA, the fields are greyed out and it doesn't let me enter any details like ETC, Raw cost etc.?

Please help.
