How to add physical ip to local listener in RAC?

Actually have a issue with a tool to connect RAC DB, but string connection is assembly with Physical Machine Name, Oracle_Sid & Port recorded into a global DB tool.

I found a RAC where tool can connect & works fine. So, I noticed that this RAC has a local listeners configured with Physical IP + Virtual IP.

So I want to replicate this configuration in others RACs, to allow they work as coorporate maner, because Tool Team will fix this issues but it'll take longer than two months.

Others local listener RAC's has configued only VIP.
