BIP Enterprise Default Parameter Value Issue

We use BIP Enterprise, and recently upgraded our DEV environment to 11.1.1.7.131017.  While testing our reports to make sure everything was behaving as expected, I noticed that one of our default parameter values is no longer defaulting when I open the report.

The LOV for this parameter contains over 5000 records.  After testing the parameter default value it appears to me as though if the default value is over record number 1001, it will no longer populate the parameter with the default value.

For example, the parameter LOV query returns Task names sorted alphabetically.  What I found is I can enter values in the default parameter value for all records that are returned 1001 and before – and they will appear as the default parameter value when the report is opened. When I try to default record number 1002 the parameter it does not appear in the parameter when I open the report.  The interesting thing is when I run the report and have the parameter value in the template, it will show the default parameter value in the report output.  So it
