eText outbound delimiter_based : number format issue

Environment : Oracle EBS 12.1.3 with XML Publisher


Hi,

I have an eText oubound template (DELIMITER_BASED) that generates a CSV file sent via email by the bursting program. I am still struggling (since a few months...) with "number format" and that would simplify life of my users if the CSV generated could respect user preferences in Oracle.

- My "stupid" question is : is it possible to generate a CSV that will have as decimal separator the comma and not always the dot ?

I've tried to set those profile options : XDO numeric characters, ICX numeric characters, user preferences, to use FORMAT_NUMBER.... the xml flow that is generated is always like this for number :
