Bulk Stock Receiving

I have an item established as the Primary UOM  = GA, Volume = GA and all other fields equal to TN. The Item is setup with 1GA = 5.71 LB. A Purchase Order was entered for 24 TN. Upon receipt, they received it as 24 TN. When I view the Item Ledger it indicates that the volume received was 2954 GA which is approximately 16874 LB or 8.4 TN. Where would I look to see what may not be set up correctly, as 24 TN = 48,000 LB, so I have a difference of approximately 31,126 LB missing.
