WUT-122 [WEBUTIL_CORE.checkJava] Java Functions are not available on the application server

Hi, I have Oracle Forms & Reports 11.1.2 installed on a HP-UX ia64 server.

After applying patch 17882900 I noticed that my webutil is no longer working. As soon as I pick a file to upload to my server I get the following message: WUT-122 [WEBUTIL_CORE.checkJava] Java Functions are not available on the application server.

I have spend an entire day trying to fix this, I went through the entire webutil configuration process, double checked my webutil.cfg file, made sure my applet parameter were all there, made sure that my classpath and path variables in the .env file was correct and valid - no success.
