Siebel Data quality installation

Hi,

We are planning to use siebel data quality module, to find duplicate records for contact/accounts  while entering the data , it should show up the matching records.

we have gone through the siebel bookshelf on data quality and in that talking about data quality matching server and iir. Is it required to install matching server and iir to use above functionality or any other simple method is exist for the same.
