Capitalized Interest - First time process with a compound selection and half-period convention setup

In R12.1.3, we are running PRC: Generate Capitalized Interest for the first time.  The setup is to compound and at a Half-Period convention.  As expected it calculates the current period at the half-period rate. What is concerning it  is also calculating all prior periods from inception to date at haff-period as well.

After this first run has completed, when the process is run for the following period, it again correctly calculates the current period at the half-rate convention but this time it calculates the prior periods at Full.  That is what we expected to happen when we ran the process the first time but it did not.
