Forms personalization

Hello,

We have customized a core Account Payables invoice workbench form and also we have personalizations on this form.

We are migrating the customized form and personalizations using STAT tool which is similar to Kintana or any other code migration tool.

Personalizations are not triggered by default but when I disabled and enabled them they started working fine..Just wanted to see if anyone ran into similar issue and what is the actual root cause.

We want to avoid manual disabling and enabling step on production..and implement solution for the actual issue...Could this be some type of caching? like Form was migrated and compiled before personalizations are migrated something like that?
