First Time Setup of iProcurement Punchout

We are in the beginning stages of our first punchout from iProcurment to one Suppliers catalog.  We have the two implementation documets (icx115punchbuy.pdf and icx115punchsup.pdf) but our supplier is asking for a request from us via Oracle for a Trading Partner relationship.  This is not covered in either implemetation document.  How do we set this up?
