Restrict PO quantity, PO rate and PO Amount

We want to restrict PO quantity increased up to 30 % of original PO and PO amount increased upto 10% of original PO. Rate may be reduced but cannot be increased.

Example PO quantity for item A is 1000@100 and value is $100,000.

There be be two scenario's.

A: Item A received with 1100 quantity @100 and value is 110.000. Further quantity cannot be exceed as value is restrict upto 10%of original PO value.

B: Item A received as below:

     600@100 = 60,000

     100@90 = 9000 (rate is reduced by 10%)

     300@80 = 24000 (rate is reduced by 20%)

     242@70 = 16940 (rate is reduced by 30%)

Total quantity would be 1242 and total value would be 110,000 so further quantity cannot be added as value will be exceeded.
