Sales order attachments question

Team-

We have a requirement related to to sales order attachments as below.

We have a signature image which is saved in the database for that individual order and we want that image to upload to sales order attachments automatically using a process.

What would be the best process to load the images which are saved in the database column to sales order attachments?
