user authentication failed on oracle 12.1.0.2.0 cloud control agent deployment

We have installed and have running the Oracle Enterprise Manager 12c Grid Control (12.1.0.2.0) software on windows 2008 r2.  our repository db is 11g on the same server.  this oms server name is oms02.

I am trying to use the "Add Targets Manually" thru the grid console and having issues. 

The target is db02 and its windows 2008r2 as well.  and has one 11g db on it.

I get to the part where I try and deploy the agent and get the following error:

User authentication failed

Either the provided user name and password are incorrect, or password authentication is disabled for the sshd daemon on the remote host.
