R12.1 : Issue when applying Patch # 11692550

Hello,

To test Portugal Customization requirements for AR Invoice Generation we need to apply a Patch# 11692550

We found this patch as per the below Note

Portuguese Billing Software Certification - Releases 12.0.x and 12.1.x (Doc ID 1274628.1)

We are getting the attached issue when DBA's are trying to apply this patch. Request you to please look into it.
