What are the factors affecting 'Available' item calculation?

Hi,

There is a very strange case that I am having with an Item, where its Availability is not getting counted despite all favourable criteria.

This item's OnHand = 20280

And, there are no commitments. Yet its Available Quantity shows up = 0.

(attached is the download)

On its Availability Definition in the B/P constants also, there is no significant deduction that points towards this anomaly.

Am i missing anything here? Can you please help?
