New/First time installation of OBI Publisher-Data Model Query Builder not working

The installation is in a JD Edwards Enterprise One release 9.1 environment.  The Oracle db is at 11g. The data access driver has the followint as part of the connection string TDSC=1;CDSC=1;UDSC=1

When I try to drop tables into the working pane all that I see is 'null' instead of a graphic representation of the table name.
