How to condition output in the header section of BI RTF

I am very new to BI Publishing and this is certainly a very "newbie" question.  I am sure that what I want to do MUST be doable because it is so common, but I am tearing my hair out figuring how to do it.  I am printing a statement report and the remittance information takes up quite a lot of space, so I just want to print that remittance information on the FIRST page of a customer group.  I am using the <?start:body?>  and <?end body?> approach, and I really want to stay with that approach because the report looks
