Csscan Output Explained (Doc ID 444701.1)

Hi All,

I was going through the document Csscan Output Explained (Doc ID 444701.1)  to understand the functioning and intended use of the CSSCAN utility.

My question is specifically about a statement, “If you have for example an US7ASCII database that contains the string "é€ç" (= 3 characters who are not defined in US7ASCII) and you…” appeared on page# 8 of the doc (Csscan Output Explained [Doc ID 444701.1]).  My current understanding is that if Oracle was able to save data in a database, it must have already converted the source-data into characters that are present in the character map of the database character-set.. In other words, at any given point, Oracle database won’t hold data in its database that couldn’t be represented by the character set of the database. If the above is true, what does it mean by saying the
