I need to give APPS debug rights on my vision instance

Hi,

I have a Vision instance at my disposal and I want to give APPS DEBUG rights so that I could debug a seeded package. Can anyone please tell me how to achieve that. I am not a DBA but I can follow instructions. And I own the Vision instance so I have root access to the DB and APPS tiers.
