Tender lead time calculation

We are in 6.3.2

Tender lead time - 2 days

Transit time - 3 days

Late delivery date - May 09, 2014.

Hold as late as possible - True, date emphasis - DELV

Day duration rate service with calendar, Monday to Friday working days.

Same parameter set used for Rate and Route inquiry as well as bulk plan.

In this setup, if I plan an order on May 06, it has 3 days transit (May 7, May8, May 9) and it uses the rate offering with tender lead time = 2 DAYS (where delivery window > tender lead time)

If my tender lead time is 3 days, the same order skips this rate offering (delivery window < = tender lead time). This is in planning.
