Need control the management segments of COA at user level

Dear Oracle experts,

Currently, we have a special requirement that we want to access the management segment values of COA(chart of account) at user level, E.G. the the management segment have values 1,2,3,4,5. and we have user A.B, we want control user A can access 1 and 2 only. B can access 3,4 and 5 only, i know we can do it by resp, but the user A and B maybe have the same resp.

Could you pls tell me how to realize it?
