Strange behavior in Siebel OpenUI

I have found a strange behavior in Siebel OpenUI. For Contact-Activity view, If I create a new record for a contact and leave the record completely blank, just try adding a new Activity record to this blank contact record. I do get the error that required field is missing from Contact record, but the Activity record is created anyway. Is this a product defect?
