This is on a stand alone ASM instance.  Just noticed error message today.  It's been happening since April 1.  Unable to find any helpful information on why this is happening.  The password file is in $ORACLE_HOME/dbs with the correct permissions.  The timestamp on the file is from March 28th, just prior to the instance being shutdown.  Once it came back up, this error started occurring.  I could simply recreate the password file, but I'm unsure what the warning means.
