Oracle Reports 11.1.2.1 using views/tables

It appears that when we have a report against a table and a lock on that table the report will hang.  If we change the report to use a view with the same tables then the reports runs fine even tho a record is locked on the table.  Is there a setting in reports or anywhere else that will allow the report to run regardless?  Unfortunatelly, we have users that will open a screen, start to make a change then leave the transaction sitting on their screen for a period of time.  This causes issues with our report server that
