JDE E1 v 9.1 - Navigation Freezing

We are in the midst of an upgrade and will be going live in a couple of weeks.  During our project we had installed tools release 9.1.4 but due to conversion bugs, we were forced to roll back to tools release 9.1.3.  With this rolled back version of the tool set, we randomly have issues where users navigation freezes up maybe 3 deep into the menus.  The only way to fix this issue is to have the user log off and back in to JDE.  Of course this is going to be a bad user experience when we go live.

Has anyone else experienced this issue and were you able to correct the problem without upgrading the toolset?
