running Auto Assignment rule on order modification

I have set up an Auto Assignment rule to assign an involved party based on the destination location. The rule runs fine on the Order Release creation but I cannot get it to update on Order Release destination modification.

Per the help I should be able to have an agent raise an event to trigger the auto assignment rule. When I update the order release in the logs I see the agent run and trigger the auto-assignment rule in the logs. However the auto-assignment rule does not update the involved party as I expect it should.

As an example. Order Release is setup going from A to B. The Auto-Assignment rule runs and assigns involved party B_notify. I modify the order release to A to C the rule runs but the involved party is still set to B_notify not C_notify.  I checked my Auto Assignment Rule and locations B and C are listed in the prerequsite list and the criteria tabs.
