Looking for a query to determine if an OTL transaction has been interfaced to Projects

During our project status change process, we do validations to determine if there are unprocessed transactions sitting in various modules such as OTL and iExpense.  For example, before allowing a project to go to a pending close status, all OTL transactions must be interfaced to Projects.  We are using the attached query but it occasionally returns records which actually have been interfaced to Projects.  I am looking for someone to point me in the right direction.
