Requisition Update API (Patch 17076597)

This patch is mentioned in Procurement R12.1.3+ New and Changed Features(Doc ID 1607297.1).  However, the only thing on My Oracle Support is "Details for Patch 17261133 not found."  What does it allow?  Specifically does it allow for an additional line(s) which is mentioned in the some earlier requests for this functionality.
