ORA-01741: illegal zero-length identifier in alert log after RCU is run for Identity Management Inst

We have some 11.2.0.3 database supporting Identity Management 11.1.1.5 which are reporting "ORA-01741: illegal zero-length identifier". From what I can tell the error starts showing up in the alert log after RCU is run as part of the Identity Management installation. I have found a few notes but so far nothing concrete I can take as a solution. Your assistance will be greatly appreciated.
